To provide a decorative material allowing a nondestructive confirmation that a decorative sheet has antibacterial or antiviral properties by a visual observation, and a manufacturing method of a decorative sheet.SOLUTION: A decorative material 10 includes a substrate 7 and a decorative sheet 1 laminated at least on one side of the substrate 7. The decorative sheet 1 includes: a printing substrate layer 2; a pattern layer 3 laminated on one side of the printing substrate layer 2; and a surface protective layer 4 laminated on a side opposite to a side facing the printing substrate layer 2 of the pattern layer 3.
