Abstract To determine an offset amount (an origin deviation amount) in temperature measurement (double-end measurement) using an optical fiber, without using a heater.SOLUTION: An acquisition unit acquires signal intensity data of a Stokes component ST obtained as a result of CH1 measurement and signal intensity data of the Stokes component ST obtained as a result of CH2 measurement. Also, a calculation unit 52 sets an offset amount to a value between min and max (Fig.11(b)), and repeats a process (Fig.11(c)) of calculating an amount of transmission loss in each section of an optical fiber 30 from the acquired signal intensity data a plurality of times while varying an offset amount.
