To provide a premixing device capable of reducing pressure loss compared with conventional devices and a combustion apparatus including the premixing device.SOLUTION: A premixing device A includes: a premixing flow passage formation member 4 causing air to flow from one end side to the other end side and forming a venturi-shaped premixing flow passage 40 for mixing a fuel gas with the air to form an air-fuel mixture; and a blade part 6 that is located in the premixing flow passage 40 and extends in a direction intersecting with a gas flowing direction and in which a fuel gas outflow port 60 enabling the fuel gas to flow out is provided in a downstream side portion in the gas flowing direction.
