Abstract To provide a paper sheet material manufacturing method that enables an aqueous heat seal layer to be stably formed with respect to a paper substrate of equal to or less than 35 g/m2.SOLUTION: The present invention is a paper sheet material manufacturing method of using a flexographic press to form a plurality of heat seal layers formed of an aqueous heat seal material by a printing unit of the flexographic press with respect to at least one surface of a paper substrate of equal to or less than 35 g/m2. While a paper substrate 1A is wound around a center drum 20 of the flexographic press and conveyed, printing units 21 to 28 stack four or more heat seal layers.
