Summary:To solve the problem in which: an annular fixing belt of a fixing device desirably has a thicker elastic layer and a thinner surface layer to perform high-speed printing; however, excessive degree of thickness and thinness causes PFA cracks in a PFA surface of the surface layer.SOLUTION: A fixing device comprises: a cylindrical fixing belt 32 with an inner diameter r that has at least an elastic layer 32b with a thickness b composed of an elastic member and a surface layer with a thickness a formed on a top face of the elastic layer; and a pressure roller 33 that is in contact with the fixing belt 32 to form a nip area.
