Abstract To provide a fuel cell system capable of shortening time until a vehicle is allowed to travel.SOLUTION: A fuel cell system mounted on a vehicle capable of traveling with electric power of a secondary battery even if power generation of a fuel cell is impossible at the time of starting a vehicle, includes the fuel cell, the secondary battery, and a control unit. The control unit calculates discharge permission energy of the secondary battery at the time of power generation pre-processing of the fuel cell and when there is a travel request of the vehicle at an output of the secondary battery from the fuel cell, calculates travel permission delay request time necessary from a travel request to travel permission of the vehicle from the discharge permission energy, and measures travel permission delay time that is an elapsed time from the travel request of the vehicle.
