Abstract To provide a vehicle communication device and a vehicle communication system which can share useful access point information.SOLUTION: In a vehicle communication device 1, a vehicle-to-vehicle communication unit 40 receives, from another vehicle real time, complementary information, including AP information, which is provided in the other vehicle and cannot be received by another vehicle from an access point AP at the running position of another vehicle and cannot be directly received by a vehicle-to-vehicle communication unit 40. Based on the complementary information received from another vehicle at a specific time, a control unit 50 generates complemented self-vehicle AP integral information which is included in an integral range to complement AP information different from the AP information of the self-vehicle AP integral information at the specific time.
