Abstract | To provide an electrode catalyst layer for a polymer electrolyte fuel cell, a membrane electrode assembly and a polymer electrolyte fuel cell, which are capable of improving output in power generation by an improvement in drainage and gas diffusivity.SOLUTION: An electrode catalyst layer comprises at least a catalyst, carbon particles carrying a catalyst, and a polymer electrolyte. When regions formed by dividing the electrode catalyst layer into three in the thickness direction of the electrode catalyst layer of a membrane electrode assembly formed on a polymer electrolyte membrane are denoted as a region A, a region B and a region C, respectively, in order from an electrolyte membrane side, the intensity of F(m/z19) derived from a polymer electrolyte when the intensity of C(m/z12) derived from carbon is 1, in the spectral intensity of the regions measured by TOF-SIMS, satisfies the following expressions.
