To provide a re-arrangement method, apparatus and system.SOLUTION: A re-arrangement method includes determining a target access management entity for load re-arrangement and sending an identifier of an original access management entity and an identifier of a target access management entity or an address of a target access management entity relating to the access network entity. As the result, the access network entity sends a message from a UE to the target access management entity on the basis of an identifier of an original access management entity conveyed in the message from the UE.
