A travel management unit 42 determines whether or not the vehicle 3 starts moving to the junction point based on information from a communication terminal 10 used by the user A. A standby determination unit 43 determines whether or not the user B stands by at the junction point based on predetermined information received from the communication terminal used by the used B when the vehicle 3 starts moving.
