Abstract To provide an electrostatic charge image development toner which prevents occurrence of fixing offset.SOLUTION: An electrostatic charge image development toner is provided, comprising toner particles containing a mold release agent and having exposed portions with exposed mold release agent on surfaces thereof, and sol-gel silica particles externally added to the toner particles. The exposed portions have an average diameter A in a range of 200 to 600 nm, inclusive. The sol-gel silica particles have an average primary particle diameter in a range of 20 to 90 nm, inclusive, and exhibits a mass loss rate in a range of 1 to 10 mass%, inclusive, when heated from 30°C to 250°C at a heating rate of 30°C/min.
