Abstract To improve safety of a power storage element in the case that an abnormality concerning the safety of the power storage element occurs in an external device when opening of a breaker is prohibited since measurement parts fail.SOLUTION: In a management device (BMS50) of a power storage element 12, a management part 55 diagnoses failures of measurement parts (a current sensor 51, a voltage sensor 52, a temperature sensor 53), and executes prohibition processing for prohibiting opening of a relay 54 when the measurement parts fail, and open processing for opening the relay 54 even when the opening of the relay 54 is prohibited by the prohibition processing when the opening of the relay 54 is instructed from an ECU 60 of a vehicle 2 via a communication part 56.SELECTED DRAWING: Figure 2 【課題】計測部が故障して遮断器のオープンを禁止しているとき、外部装置に蓄電素子の安全性に関わる異常が発生した場合の蓄電素子の安全性を向上させること。【解決手段】蓄電素子12の管理装置(BMS50)であって、管理部55は、計測部(電流センサ51、電圧センサ52、温度センサ53)の故障を診断し、計測部が故障している場合はリレー54のオープンを禁止する禁止処理と、通信部56を介して車両2のECU60からリレー54のオープンが指示された場合に、禁止処理によってリレー54のオープンが禁止されていてもリレー54をオープンするオープン処理と、を実行する。【選択図】図2
