To provide a tobacco smoke filter including a nonwoven fabric which has superior biodegradability and a performance suitable for use as a filter.SOLUTION: A tobacco smoke filter or a filter element includes a nonwoven fabric. The nonwoven fabric comprises a sheet of staple fibers and a water soluble binder, and has a basis weight of 25-42 gsm. The water soluble binder is uniformly applied onto at least one face of the sheet of staple fibers.
