Summary:To provide monitoring technology that is advantageous from the cost point of view.SOLUTION: A second phase voltage between a neural line 10o and a second ungrounded electric wire 10b is detected. A line-to-line voltage between a first ungrounded electric wire 10a and the second ungrounded electric wire 10b is detected. A voltage for conversion that appears in a resistor 25 for current detection provided in the second ungrounded electric wire 10b is detected. A difference between a detection value representing the line-to-line voltage and a detection value representing the second phase voltage is calculated using a calculation unit 31 so that a calculated value representing a first phase voltage between the neutral line 10o and the first ungrounded electric wire 10a is obtained. The calculated value representing the first phase voltage, the detected value representing the second phase voltage and the detected value representing the voltage for conversion are conveyed to a control device 35 via a single insulating circuit 34.
