To provide a hot water utilization system capable of preventing occurrence of failure in an operation of a relay device due to an unauthorized operation by a third party, and to provide a relay device used for the same.SOLUTION: A hot water utilization system includes: a water heater 1 which is one example of a hot water utilization facility; and a relay device 2 which performs communication with the water heater 1 and performs communication with a management server 5 via a communication network 4.
