Abstract To suppress the increase of time it takes for a request to set a right to access a content to be authorized.SOLUTION: Reception means 21 receives a request to set a right to access a content for a user. Sending means 22 sends a request to vote to determine whether the request to set is to be authorized or not for a user who is permitted to access a content to which the request to access has been received.
