To provide an underwater photographing device having a structure allowing the photographing device to move at a higher degree of freedom.SOLUTION: An underwater photographing device 100 includes: a body part 30 including a camera 10 having a sight line direction facing forward and a support 20 supporting the camera 10; a plurality of wheels each of which is provided to a portion facing a shooting target at the support 20; and a thrustor part 50 moving the body part 30 by reaction force urging water. Each of the wheels can roll in the vertical direction and the horizontal direction.
