PROBLEM TO BE SOLVED: To provide a control system or the like for increasing profit by a power sale of power to be generated when the power is generated by utilizing fuel gas including at least two kinds of pieces of gas having different power sale unit costs of power generated based on utilization as fuel.SOLUTION: A generation device for generating fuel gas including at least one of first gas and second gas includes a generation device capable of changing a ratio of first gas to second gas in the fuel gas, a power generator for generating power by utilizing fuel gas generated by the generation device, and a control device for controlling the generation device.
