PROBLEM TO BE SOLVED: To provide an emotion estimating device, an emotion estimating method, an emotion estimating program, and an emotion counting system which can accurately estimate an emotion of a target to be estimated.SOLUTION: An emotion estimating device of the embodiment includes a pulse analyzing part, an emotion analyzing part, a talk content analyzing part, a talk tone analyzing part, and an emotion estimating part. The pulse analyzing part generates a pulse information by analyzing a pulse of the target to be estimated. The emotion analyzing part generates a facial emotion information by analyzing a facial emotion of the target to be estimated. The talk content analyzing part generates a talk content information by analyzing a talk content of the target to be estimated. The talk tone analyzing part generates a talk tone information by analyzing a talk tone of the target to be estimated.
