PROBLEM TO BE SOLVED: To enable a mobile station to perform roaming between communication networks even in the case of being an increase in a communication network connectable by the mobile station.SOLUTION: A roaming control device is connected to a first communication network and a plurality of second communication networks using international mobile subscriber identification information in communication with a mobile station. Extended communication network identification information which can identify each of the plurality of second communication networks is allocated to a portion of a subscriber identification number allocation part of the international mobile subscriber identification information. The roaming control device stores a plurality of pieces of extended communication network identification information corresponding to the plurality of second communication networks, determines a home network of the mobile station on the basis of the extended communication network identification information included in the international mobile subscriber identification information received from a mobile station and the stored extended communication network identification information and performs control so as to start roaming between an in-zone area network and the home network, when the mobile station using any of the plurality of second communication networks as the home network exists within the zone of the first communication network or the other second communication networks.SELECTED DRAWING: Figure 1 【課題】移動局が接続可能な通信網が増えてきた場合でも通信網間で移動局がローミングできるようにする。【解決手段】ローミング制御装置は、移動局との通信に国際移動体加入者識別情報を用いる第１通信網及び複数の第２通信網に接続されている。国際移動体加入者識別情報の加入者識別番号割り当て部の一部には、複数の第２通信網それぞれを識別可能な拡張通信網識別情報が割り当てられている。ローミング制御装置は、複数の第２通信網に対応する複数の拡張通信網識別情報を記憶し、複数の第２通信網のいずれかをホーム網とする移動局が第１通信網又は他の第２通信網に在圏するとき、その移動局から受信した国際移動体加入者識別情報に含まれる拡張通信網識別情報と、前記記憶されている拡張通信網識別情報とに基づいて、移動局のホーム網を判断し、在圏網とホーム網との間のローミングを開始するように制御する。【選択図】図１
