PROBLEM TO BE SOLVED: To enable the selection of either a nomination system for nominating one or more applicants among applicants for a contract for business for creating content to request the business or a competition system for requesting the whole or a part of the business from two or more applicants for the contract for the same business to compete for superiority in the content.SOLUTION: A business request reception part 311 of a mediation server 30 receives a request for business for creating content. A contract application reception part 312 receives an application for a contract of the business. An order reception part 314 receives the selection of either a nomination system or a competition system.
