Abstract | PROBLEM TO BE SOLVED: To provide a video decoding device and a video decoding method capable of reproducing a moving image with high quality.SOLUTION: A video encoding device comprises: quantization step size decoding means for decoding a quantization step size that controls the granularity of inverse quantization; and prediction image generation means for generating a prediction image of a decoding target image block by using an image decoded in the past and a predetermined parameter. The quantization step size decoding means predicts the quantization step size that controls the granularity of inverse quantization by using the parameter to be used for generating the prediction image.SELECTED DRAWING: Figure 20
