Abstract PROBLEM TO BE SOLVED: To provide a video decoding device and a video decoding method capable of reproducing a moving image with high quality.SOLUTION: A video encoding device comprises: quantization step size decoding means for decoding a quantization step size that controls the granularity of inverse quantization; and prediction image generation means for generating a prediction image of a decoding target image block by using an image decoded in the past and a predetermined parameter.
