PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing the occurrence of an image defect and suppressing the increase of cost and to provide an image forming apparatus including the developing device.SOLUTION: The developing device includes a first developing roller 810 and a second developing roller 820 having a retaining part for retaining carriers in a part thereof in a circumferential direction. Further, the developing device includes a carrier recovery part arranged below the retaining part and recovering the carriers dropped from the retaining part and a rotation control part (control part 10) controlling the rotations of the first developing roller 810 and the second developing roller 820. The rotation control part allows an image carrier to discharge the carriers by rotating the first developing roller 810 in the same direction as that when an image is formed, allows the image carrier to recover the discharged carriers by rotating the second developing roller 820 in a direction opposite to that when the image is formed, and allows the carrier recovery part to recover the carriers dropped from the retaining part for retaining the recovered carriers.SELECTED DRAWING: Figure 2 【課題】画像不良の発生を抑制し且つコストアップを抑制することが可能な現像装置及び当該現像装置を備える画像形成装置を提供する。【解決手段】第１現像ローラー８１０と、周方向の一部にキャリアを滞留させる滞留部を有する第２現像ローラー８２０と、を備える。また、滞留部の下方に配置され、滞留部から落下したキャリアを回収するキャリア回収部と、第１現像ローラー８１０及び第２現像ローラー８２０の回転を制御する回転制御部（制御部１０）と、を備える。また、回転制御部は、第１現像ローラー８１０を画像形成時と同一方向に回転させて像担持体にキャリアを排出させ、第２現像ローラー８２０を画像形成時と反対方向に回転させて像担持体に排出されたキャリアを回収させるとともに、回収されたキャリアが滞留する滞留部から落下したキャリアをキャリア回収部により回収させる。【選択図】図２
