Abstract | PROBLEM TO BE SOLVED: To reduce a calculation amount without lowering a coding efficiency.SOLUTION: A video coding apparatus comprises: means for capturing rough motion of a block to be coded and calculating the pre-motion prediction processing cost for each coding block size; means for determining a block size candidate cost in a first coding block size candidate and a block size candidate cost in a second coding block size candidate on the basis of the pre-motion prediction processing cost; means for determining a motion statistical parameter; means for setting a cost comparison offset value on the basis of the motion statistical parameter and the depth of the hierarchy in the reference structure of a picture to be coded; and means for determining the size candidate of the coding block of the picture to be coded as either the first block size candidate or the second block size candidate from all the block size candidates on the basis of the first block size candidate cost, the second block size candidate cost, and the cost comparison offset value.SELECTED DRAWING: Figure 1
