Abstract | PROBLEM TO BE SOLVED: To optimize a start-stop schedule because an extra load is imposed on a plant apparatus operated by a start-stop schedule that is not optimized.SOLUTION: A start-stop schedule creation unit 2 adds a weight on the basis of requirement to the path of operation items of a plurality of operated plant apparatuses and virtual operation items among the paths of plant apparatus operation items determined by logic and virtual operation items, and finds a critical path. Then, the creation unit calculates, for plant apparatus operation items and virtual operation items of a path different from the critical path, a timing at which to start and stop plant apparatus operation items and virtual operation items tracing back from the trailing end of the critical path, and creates a plant apparatus start-stop schedule in which the start-stop timing is optimized on the basis of requirement.SELECTED DRAWING: Figure 1
