Abstract PROBLEM TO BE SOLVED: To provide a development roller capable of achieving suppression of both regulation blade fastening and filming even when a toner having excellent low-temperature fixability is used to achieve high speed and long life.SOLUTION: A development roller includes a conductive shaft body, a conductive elastic layer formed on a circumference of the conductive shaft body, and a toner carrier layer formed on a circumference of the conductive elastic layer. The toner carrier layer has particles with an average particle diameter of 11-40 nm dispersed on a surface thereof.
