Abstract PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrode, where occlusion of lithium to an electrode active material progresses uniformly at a low cost, and to provide a power storage device and a device.SOLUTION: A method of manufacturing an electrode includes (A) a step for reducing the pressure in a chamber housing a collector in which a layer containing an active material (hereinafter, referred to (active material layer)) is formed, and a lithium supply source, (B) a step for supplying an organic solvent containing lithium ions into the chamber subjected to pressure reduction, and (C) a step for making the active material occlude lithium.
