PROBLEM TO BE SOLVED: To provide appropriate options in accordance with an action history of a user.SOLUTION: A selection probability calculation section 38 calculates selection probabilities indicating probabilities that a specific user takes predetermined action on each of items J, on the basis of an action history of the specific user. An initial clustering section 40 clusters the items J into a plurality of classes k, on the basis of feature quantities extracted for the items J.
