Abstract PROBLEM TO BE SOLVED: To flexibly utilize shared reserve resources by using not only communication devices in a communication system but also various functional parts as the shared reserve resources.SOLUTION: In a communication system which includes a communication network including a communication group and a control part for monitoring and controlling the communication devices in the communication network, the communication network includes the shared reserve resources to be used as a temporary switching destination of active resources for the unit of a communication device or for the unit of a functional part within the communication device.
