Abstract PROBLEM TO BE SOLVED: To provide an energy management system that uses IEC 61850 to enable seamless connection and can directly control a user side facility through a regional energy management system in the case that a predetermined condition is satisfied.SOLUTION: An energy management system includes a CEMS 1, BEMS 2, controller IED 3, and access management module 3A for determining whether to permit control commands from a user facility 4 and the CEMS 1 that are made to be capable of performing seamless mutual communication using IEC 61850. The access management module 3A, when predetermined registration is already completed for a connection establishment request transmitted from the CEMS 1, permits connection and controls an electric facility according to a control command transmitted by the CEMS 1 itself under a condition that LLN0.LocSta.stVal of an IEC 61850 server application 3B is in a False mode or only monitors the user facility 4 under a condition that the LLN0.LocSta.stVal of the IEC 61850 server application 3B is in a True mode.SELECTED DRAWING: Figure 1 【課題】 IEC 61850を使用してシームレスな接続を可能とし、所定の条件を満たした場合には、地域エネルギー管理システムから需要家側設備の直接制御を行い得るエネルギー管理システムを提供する。【解決手段】 IEC 61850を用いてシームレスな相互通信を行い得るようにしたCEMS1、BEMS2、コントローラ用IED3、需要家設備4およびCEMS1からの制御命令に対する許否を決定するアクセス管理モジュール3Aを有するとともに、アクセス管理モジュール3Aは、CEMS1から送出される接続確立要求に対して所定の登録が済んでいる場合に接続を許可するとともに、IEC 61850サーバーアプリケーション3BのLLN0.LocSta.stValがFalseモードになっていることを条件としてCEMS1が自ら送出した制御命令により前記電気設備の制御を行う一方、IEC 61850サーバーアプリケーション3BのLLN0.LocSta.stValがTrueモードでは需要家設備4の監視のみを行うようにした。【選択図】 図1
