Abstract PROBLEM TO BE SOLVED: To provide a population transfer device capable of effectively charging a movable body during traction.SOLUTION: A traction vehicle 100 transfers plural movable bodies 40 traveling by batteries 41. The traction vehicle 100 comprises: communication parts (51, 52) communicating with the plural movable bodies 40; a traction part 60 for towing the plural movable bodies 40; a travel battery 56 serving as a drive source of the traction vehicle itself; a charge battery 57 for charging the batteries 41 for the plural movable bodies 40 during traction travel; and a determination part 54 for determining a travel state when the traction part 60 tows the plural movable bodies 40.
