The photographed image may be rotated (4) in a direction including a high frequency component or in a direction including a lot of target subjects and may be enlarged. 【課題】全周囲画像を伝送する場合、画像受信側の表示画像の鮮鋭感を向上させ、被写体の視認性を向上させる。【解決手段】撮像部（２）で生成された撮像画像を、画面の長辺方向に拡大し（５）、鮮鋭感を向上させ（６）、画像圧縮して（７）、伝送する（８）。撮像画像を、高域成分を多く含む方向、又は注目被写体を多く含む方向が長辺方向となるように回転（４）させた上で拡大しても良い。【選択図】図１
