PROBLEM TO BE SOLVED: To provide a substrate which shows excellent mechanical strength and moisture permeability even after a rubbing test and combines comfortableness and robustness when used as clothing.SOLUTION: A moisture-permeable waterproof sheet consists of a fiber layer and a polyolefin porous film layer and has a moisture permeability of 150 g/mh or higher and a rate of change of the piercing strength, calculated by the following formula, after a rubbing test of lower than 5%. The rate of change of the piercing strength(%)=|((the piercing strength of a substrate before a rubbing test-the piercing strength of the substrate after the rubbing test)/the piercing strength of the substrate before the rubbing test))|×100. 【課題】 揉み試験後も優れた機械強度、透湿性を示し、衣服として用いたときに快適さと丈夫さを兼ね備えた生地を提供すること。【解決手段】 繊維層とポリオレフィン系多孔性フィルム層とから成り、透湿度が１５０ｇ／ｍ２・ｈ以上であり、以下の計算式により算出される揉み試験後の突刺強さ変化率が５％未満である透湿防水シートとする。突刺強さ変化率（％）＝｜（（揉み試験前の生地の突刺強さ − 揉み試験後の生地の突刺強さ）／揉み試験前の生地の突刺強さ）｜ ? １００【選択図】なし
