PROBLEM TO BE SOLVED: To determine quickly and adequately on plural emergency shutoff valves whether valve closing is needed or not upon earthquake occurrence, and make continuous water conduction of daily life water etc. possible as far as possible while securing a necessary emergency water supply amount.SOLUTION: Emergency water supply amounts which are needed by water distribution districts 20 covered by water distribution facilities 100A to 100F and information of emergency shutoff valves 7 which are to be closed preferentially for securing the emergency water supply amounts are stored in a data storage unit 83 of a monitor device 8. A valve-closing-needed-or-not calculation unit 82 of the monitor device 8 calculates valve-closing needed-or-not on each emergency shutoff valve 7 on the basis of the information stored in the data storage unit 83 and a current water storage amount of distribution facilities transmitted from control devices 1 provided at the respective water distribution facilities and transmits the result to the control devices 1. The control devices 1 close the corresponding valves 7 on the basis of valve-closing-needed-or-not data transmitted from the monitor device 8 when earthquake measurement data of an earthquake measurement device 2 exceeds a specified value. 【課題】地震発生時に複数の緊急遮断弁についての閉弁要否を迅速かつ的確に判定し、必要な応急給水量を確保した上で、可能な限り生活用水等の継続的な通水を可能にする。【解決手段】監視装置８のデータ記憶部８３に、配水施設１００Ａ〜１００Ｆが受け持つ配水地区２０が必要とする緊急給水量と、緊急給水量を確保するために優先的に閉弁すべき緊急遮断弁７の情報を記憶する。監視装置８の閉弁要否演算部８２は、データ記憶部８３に記憶された情報と、配水施設に備えられた制御装置１から送信される各配水施設の現時点の貯水量に基づいて、各緊急遮断弁７に関する閉弁要否を演算し、制御装置１に送信する。制御装置１は、地震計測装置２の地震計測データが規定値を超えたとき、監視装置８から送信された閉弁要否データに基づいて、対応する緊急遮断弁７を閉弁する。【選択図】図１
