PROBLEM TO BE SOLVED: To determine a comment useful for setting of a search theme.SOLUTION: Selection means 2 selects a comment from a plurality of comments. First attribute value calculation means 3 calculates a value to be higher when the number of times of the appearance of a keyword included in the selected comment is smaller in the comments other than the selected comment among the plurality of comments, as a first attributed value of selected comment. Extraction means 4 extracts a comment having a keyword in common with the selected comment. Second attribute value calculation means 5 extracts the keywords other than the keyword in common with the selected comment from the respective extracted comments, and calculates a value to be higher when more keywords are extracted, as a second attribute value of the selected comment. Evaluation value calculation means 6 calculates a value to be higher as the first attribute value and the second attribute value of the selected comment are respectively higher, as an evaluation value of the selected comment.
