Summary:PROBLEM TO BE SOLVED: To provide a fixing device capable of suppressing the occurrence of plastic deformation in which the central part of a fixing member is depressed toward inside, and an image forming apparatus.SOLUTION: A control unit 200 being control means carries power equal to or more than a predetermined value to a halogen heater 123 as a heat source to heat a fixing belt 121, when a pressure roller 122 as a pressure member is in a rotating state, and a position detection sensor 180 is outputting a signal (Low signal) that is output when pressure applied between the fixing belt 121 as a fixing member and the pressure roller 122 is equal to or more than applied pressure exerted by rotation of the fixing belt 121 along with the pressure roller 122.
