PROBLEM TO BE SOLVED: To easily generate a control program.SOLUTION: A control program generation device includes: operation definition means that selects at least one operation of a control object that us used to achieve a function from an option of predetermined operations in order of operations to be executed when a condition is satisfied, and outputs operation definition information by defining an operation that is used to achieve the function by the selected operation; execution priority definition means that defines execution priority to another function included in function classification; a source code database that stores a source code of a control program that operates the control object, associated with an operation in the operation definition information; source code generation means that generates and outputs a source code of the control program so that a high priority function is executed on the basis of the operation definition information by referring to priority information defined by the execute priority definition means when events satisfying a condition in which a plurality of functions are executed occur at the same time.
