Abstract PROBLEM TO BE SOLVED: To remedy oddness in drivability that a user feels at the start of a vehicle by an electric motor.SOLUTION: A hybrid ECU 18 is provided, which when a hybrid vehicle 1 is started by an electric motor 13, controls a rotating speed of the electric motor 13 based on the rotating speed of the electric motor 13, which corresponds to a preset depression amount of an accelerator pedal 22 of the hybrid vehicle 1.
