Summary:PROBLEM TO BE SOLVED: To stably apply an electric charge to particles without contaminating or wetting an electrode for a long time, and reliably eliminate static electricity of a charged article by blowing high-humidity air to the charged article.SOLUTION: In a high-humidity air generator 1, high-humidity air with a relative humidity of 50% or more is generated, and introduced to a nozzle device 7. The nozzle device 7 is provided with an orifice 8 in a passage, in which the high-humidity air passes, and a needle-like electrode 10 is provided in a hole 9 bored at a minimum diameter part of the orifice 8. A high voltage applied to the electrode 10 is discharged, and the air is sucked in the passage from outside through the hole 9, and a plus or minus electric charge is applied to a large number of particles of the high-humidity air due to the electric discharge. The particles, to which the electric charge is applied, are mutually sucked and formed into a large number of electric charge aggregate clusters, and the clusters are blown to the charged article.
