PROBLEM TO BE SOLVED: To provide a method for producing cellulose-based ethanol in a refuse incineration facility, by which the ethanol can be produced, while heat generated in the refuse incineration facility is effectively utilized. SOLUTION: This method for producing the cellulose-based ethanol includes: a separation process for separating and recovering the cellulose-based wastes from refuses carried in the refuse incineration facility; a disintegration process for adding water to the cellulose-based wastes to obtain a cellulose slurry; a saccharification process for applying a saccharification treatment to the cellulose slurry to hydrolyze the cellulose into monosaccharides of constitution sugars; a fermentation process for fermenting the monosaccharides contained in a liquid after the saccharification treatment with microorganisms to obtain an ethanol-containing solution; and a distillation process for using the heat of steam extracted from a power generation steam turbine disposed in the refuse incineration facility, and/or the heat of boiler steam obtained from incineration waste heat, and/or directly the incineration waste heat to distil the ethanol-containing solution to obtain the ethanol.
