Summary:PROBLEM TO BE SOLVED: To provide a surface-coated substrate particularly with an oil repellent and water-repellent surface. SOLUTION: The oil repellent and water-repellent substrate has the surface coated with a polymer layer performed by plasma processing of a monomer compound in formula (I) under conditions where polymerization is carried out under the reaction of double bond of the monomer compound in formula (I), wherein R1, R2, and R3are independently selected from hydrogen, alkyl, haloalkyl or aryl that may be substituted with halogen; provided that at least one of R1, R2, and R3is hydrogen, and R4is a group X-R5wherein R5is an alkyl or haloalkyl group and X is a bond; a group of formula -C(O)O(CH2)nY- wherein n is an integer of 1 to 10, and Y is a bond or a sulfonamide group; or a group -(O)pR6(O)q(CH2)t- wherein R6is aryl that may be optionally substituted with halogen, p is 0 or 1, q is 0 or 1, and t is 0 or an integer of 1 to 10, provided that where q is 1, t is other than 0.
