Abstract | PROBLEM TO BE SOLVED: To provide an ion conductive polymer composite membrane that strikes a balance between the high gas barrier property and the high protonic conductivity, to provide a membrane electrode assembly and a fuel cell using the ion conductive polymer composite membrane, and to provide a method of producing the ion conductive polymeric composite membrane. SOLUTION: The ion conductive polymer composite membrane includes an ion conductive polymer and an ion conductive structure, wherein the ion conductive structure includes: an inorganic layered structure including a plurality of layers formed of an inorganic compound; and a sulfobetaine type or hydroxysulfobetaine type ampholytic surfactant, and the ampholytic surfactant is present between the layers formed of the inorganic compound.
