PROBLEM TO BE SOLVED: To provide a method for simply manufacturing an aqueous inorganic-organic complex coating composition that makes characteristics of an inorganic material and those of an organic material compatible. SOLUTION: The manufacturing method of the inorganic-organic complex coating composition comprises the step (1) of mixing a tetraalkoxysilane condensation product, a hydrophilic organic solvent, water and a catalyst to obtain a polyhydroxysiloxane solution and the step (2) of mixing the polyhydroxysiloxane solution obtained in the step (1) with an organic binder. In the method the mixing amount of the water in the step (1) is larger than the equivalent (mole) of the alkoxy group the tetraalkoxysilane condensation product has and the organic binder is an aqueous organic binder or a non-solvent type organic binder.
