Abstract PROBLEM TO BE SOLVED: To provide an apparatus efficiently generating fine bubbles on a nano level. SOLUTION: This apparatus has a gas swirling shearing device 14 having a cylindrical member 40, a fluid introduction hole 48 provided near one end wall member 44 of the cylindrical member and supplying a gas-liquid mixed fluid into a fluid swirling chamber 46 in the cylindrical member 40, and a fluid delivery hole 50 provided in the end wall member. The inner peripheral face of the cylindrical member is subjected to mirror finish. A plurality of annular grooves 56 provided with spaces to each other in the axial direction of the inner peripheral face with a width and a depth of 1 mm or less, are provided on the part of the inner peripheral face facing in the circumferential direction to the fluid introduction hole opened on the inner peripheral face of the cylindrical member.
