PROBLEM TO BE SOLVED: To eliminate a process for transporting a film with a score given to it, to prevent a trouble due to the score during transporting the film, by arranging a cutting-out blade of a prescribed shape and a film cutting blade while integrating them after a bag-making apparatus. SOLUTION: In the bag-making apparatus, the cutting-out blade 17 and the cutting blade installed to a blade-form base 47 while integrating them in a process for making a bag having a handle and a projection piece for the handle and for binding or the like at the opening part of the bag, and a device having this freely ascendable and descendable blade-form base built in is arranged in the rear of a film transporting means, and the blade-form cutting of a prescribed shape and the film cutting are implemented at the same time.
