Summary:PROBLEM TO BE SOLVED: To provide a method and an apparatus of manufacturing a hot-rolled steel sheet by which the crystal grain size in a ferrite structure can be micronized to nearly 2 μm. SOLUTION: This method is a method of manufacturing the hot-rolled steel sheet by which a heated steel sheet X is rolled while cooling in the vicinity of some stand and on the downstream side of the final stand F6 by using a finishing mill 1 in which a plurality of stands F1-F6 are tandem arranged. Reduction is performed so that the cumulative stress in three stands F4-F6 of the poststage is ≥ 1.5 and also cooling is started within 0.5 s after the steel sheet is separated from the work rolls of the final stand F6 and the steel sheet X is cooled at the rate of ≥ 20°C/s after starting the cooling by a means for the cooling.
