Summary:PROBLEM TO BE SOLVED: To facilitate policy setting for an object to be newly added. SOLUTION: A policy setting device extracts one column (access) biased in Effect from a matrix formed of a policy set (steps 3-5), asks a question to a new user whether or not the user permits access to the column of a new object (step 7) and selects a row (policy set) including Effect conforming to an answer on the column (step 8). If a plurality of policy sets (rows) are selected, the device controls so as to extract one column (access) biased in Effect from the matrix formed of the plurality of policy sets (no, in step S9), and if one policy set is selected (yes, in step S9), the device sets each policy of the selected one policy set to the new object (step S10).
