Abstract PROBLEM TO BE SOLVED: To provide an evaluation device and an evaluation method capable of evaluating an FWD (falling weight deflectmeter) easily and appropriately. SOLUTION: The evaluation device 1 comprises: a movable block 4 supported by a substrate block 2 via a metal spring (belleville spring) 3; and a displacement sensor 5 for detecting the amount of upper/lower displacement in the movable block 4. A proportional constant for prescribing the relationship between the working load and the amount of displacement in the movable block 4 is specified in advance. An FWD (compact FWD) 21 is installed on the movable block 4, the weight of the FWD 21 is dropped to the sensor section of the FWD 21, the working load and the amount of displacement in the sensor section of the FWD 21 are measured from the output of the sensor section, and the amount of displacement in the movable block 4 is measured from the detection signal of the displacement sensor 5.
