Summary:PROBLEM TO BE SOLVED: To allow only a part of completion processing of designed equipment having a context. SOLUTION: A design and management system for optical cable network equipment includes: a context information file wherein construction IDs and design numbers premised in construction units and design units in an optical cable network are stored; a design information file wherein equipment IDs, equipment divisions, and completion flags in construction units and design units are stored; a display device for displaying the equipment IDs and design divisions per construction unit; and a completion processing means which retrieves a premised construction ID and a premised design ID from the context information file in response to a partial completion indication of equipment OD displayed on the display device and refers to the design information file by the retrieved construction ID and design number to determine whether the completion flag of equipment having the premised equipment ID is set to completion or not and updates the completion flag of the equipment having the equipment ID of which the partial completion is indicated, to completion when the completion flag of the equipment having the premised equipment ID is set to completion.
