Summary:PROBLEM TO BE SOLVED: To take over setting data before replacement in a PON system even after the replacement by allocating the same PON-ID as a PON-ID before the replacement. SOLUTION: An OLT 40 has a PON-ID management table 463 in which a PON-ID state 462 wherein a management state of a PON-ID is saved, the PON-ID, a connected ONU serial number, and setting data are stored while being associated with one another, and a deleted ONU table 464 in which a PON-ID and an ONU serial number to be deleted are stored while being associated with each other. When receiving an ONU replacement indication from, for example, an operation device 10, the OLT 40 allocates a PON-ID allocated to an ONU 60 to be replaced to an ONU 60 newly connected during ONU replacement, so that the PON-ID before the replacement is allocated to the replacing ONU 60.
